History

Ms. Joelle A. V. Harris is an Attorney-at-Law qualified to practice in the Eastern Caribbean since 2001.

Ms. Harris obtained a Bachelor of Laws (LL.B) with Honors from the University of the West Indies in 1999. She graduated from the Hugh Wooding Law School in 2001 and was called to the bar in Dominica at the age of 23. She became partner at Armour, Armour & Harris (as the firm then was) in 2002 and in 2009, Ms. Harris accompanied and supported lead Counsel to the Privy Council.

In 2011, Ms. Harris enrolled in the Environmental Law Masters programme at the Pace Law School in New York. She was accepted into Pace’s UN Diplomacy Practicum and interned with the Permanent Mission of the Republic of Trinidad and Tobago to the United Nations. In 2012, she obtained a Masters of Law Degree in Environmental Law and returned to the firm in Dominica to practice full-time.

In 2013, Ms Harris accepted a two year contract with the Government of Dominica as Solicitor General. In 2015, having successfully completed her contract with the Government, she returned to private practice and to the firm of Harris & Harris. She is currently pursuing a second Masters of Law Degree, with the University of Liverpool, in Technology and Intellectual Property Law.

Ms Harris has sat on the Dominica Festivals Commission, the Board of the Dominica Special Olympics and the Board of the Dominica Motorcycle Club. She was a member of the Optimist Club of Roseau and the Dominica Rotary Club. She is currently an executive member of the Castle Comfort (“Lawivye Kanawi”) Development Committee, and is a member of the Dominica Bar Association, the Dominica Rifle Club and the Dominica Council for the Aged.
